Parti Islah Yaman
ditubuhkan pada tahun 1990 setahun selepas penyatuan Yaman Utara dengan Yaman
Selatan. Kongres Rakyat Umum (GPC) dari Utara dan Partai Sosialis Yaman (YSP) dari
Selatan merupakan parti berpengaruh di Yaman beradu untuk menduduki 30 kerusi
Parlimen Yaman dan membentuk Perlembagaan Baru Yaman. GPC Utara menang 123
kerusi (masih kurang majoriti) manakala YSP Selatan mendapat 56 kerusi. Manakala
Parti Islah memenangkan 62 kerusi dan lima parti-parti lain mendapat 12 kerusi.
Ada tambahan 48 wakil bebas.
Abdul Aziz Az
Zindani adalah ulamak salafi yang terkenal mengetuai Ikhwanul Muslimin Yaman
pada tahun 1970an. Sekelompok anak muda Ikhwan Yaman tidak berpuas hati dengan
kepimpinan Zindani kerana Zindani menggerakkan Ikhwan Yaman dengan cara beliau
sendiri dan meninggalkan pemikiran dan pendekatan Imam Hassan al Banna. Sheikh
Yasin Abdul al-Aziz al-Qubati telah berjaya menjatuhkan Zindani dalam
pertembungan dalaman. Zindani merajuk dan membawa diri ke Arab Saudi.
Parti Islah adalah
parti yang unik kerana ia bukan milik tuntas Ikhwan Yaman. Parti Islah Yaman
hasil gabungan 3 pengaruh iaitu [1] Ikhwanul Muslimin Yaman, [2] puak-puak
utama dan [3] kumpulan Salafi-Wahabi (Zindani). Puak-puak utama diwakili oleh
Syeikh Abdullah ibn Hussayn al-Ahmar, ketua Konfederasi Suku Hasyid dan Syeikh
Naji Abd al-Aziz al-Sya’if pemimpin utama Konfederasi Suku Bakil.
Dalam PRU tahun
1993, Parti Islah mendapat 62 kerusi telah membentuk Kerajaan Yaman hasil
gabungan dengan GPC dan YSP. Haydar Abu Bakr al-Attas dilantik sebagai Perdana
Menteri.
Pada tahun 1995,
Menteri-menteri daripada Parti Islah mula mengundur diri daripada Kerajaan
Yaman. Antaranya Muhammad al-Jubari mengundurkan diri sebagai Menteri Sumber
Daya dan Perdagangan, dan Abdullah al-Akwa, Menteri Urusan Air dan Elektrik.
Kedua-duanya mengeluh bahawa mereka tidak mampu melakukan pekerjaan mereka dan mereka
dihalangi dalam usaha untuk mengurangi korupsi dalam kementerian-kementerian
mereka. Masing-masing digantikan oleh anggota GPC.
